The EPC certificate: an essential document
The Energy Performance Certificate (EPC), called PEB in Wallonia and Brussels, is a mandatory document for every property transaction in Belgium. It classifies the property on a scale from A (very efficient) to G (energy-guzzler).
Common obligations across all three regions
- A valid EPC (10 years) is mandatory for every sale or rental
- The EPC label must appear in every property listing
- The certificate must be presented to potential buyers/tenants
- Absence of a certificate can result in fines of 500 to 5,000 EUR
Wallonia
In Wallonia, the PEB certificate has been mandatory since 2010 for sales and 2014 for rentals. The Walloon government does not yet impose a renovation obligation, but discussions are underway for alignment with European 2030-2050 targets.
Brussels
Brussels is the most advanced region in energy obligations. The Renolution plan includes a progressive renovation obligation for the most energy-intensive homes. Buildings rated F and G must achieve at least label E by 2033, and label D by 2040.
Flanders
Flanders has introduced the strictest renovation obligation. Since 2023, every buyer of a property with EPC label E or F must undertake works to achieve at least label D within 5 years of the notarial deed. The 2030 target is label C for all dwellings.
