The renovation obligation in Flanders
Since January 1, 2023, Flanders has introduced an energy renovation obligation for buyers of residential property. It is the most ambitious measure in Belgium regarding the energy transition of the housing stock.
The timeline
- 2023: Every buyer of an EPC E or F property must achieve at least label D within 6 years of the deed
- 2025: The deadline moves from 5 to 6 years, also for transfers already under way, and the planned tightening (label C from 2028, then B and A up to 2045) is dropped
- 2050: Target label A for all dwellings
What works to achieve label D?
For a property rated E or F, typical works include:
- Roof insulation (if not insulated): gain of 1 to 2 labels
- Replacing single with double glazing: gain of 0.5 to 1 label
- Replacing the boiler with a condensing model
- Partial wall insulation
Average budget: between 15,000 and 40,000 EUR to go from E/F to D.
Penalties
If label D is not reached within the deadline, administrative fines apply.
Financial support
To support this obligation, Flanders offers the Mijn VerbouwPremie program with substantial subsidies for each type of work. The EPC Label Premium offers an additional bonus of 2,500 to 5,000 EUR for households achieving label A or B.
