What is the EPC certificate in 2026?

The EPC (Energy Performance Certificate), called PEB in French-speaking Belgium and EPC in Flanders, is an official document that measures the energy performance of a dwelling. It classifies the property on a scale from A (very efficient) to G (very inefficient), with a score in kWh/m².year. In 2026, this certificate is mandatory for any sale or rental of a home in Belgium.

EPC certificate price in 2026 by region

Price varies by region, property size and certified expert:

  • Flanders: €120 to €250. Strictest rules with mandatory renovation obligations since 2023.
  • Brussels: €120 to €250 for an apartment, €200 to €400 for a house. 10-year validity.
  • Wallonia: €150 to €300 for an apartment, €250 to €400 for a house. SPW subsidy of €660 available for the energy audit.

When is the EPC mandatory?

The EPC must be displayed in every sale listing (Immoweb, Zimmo, agency windows). The buyer must receive the certificate by the time of the notarial deed at the latest.

Rental

Since 2011, the EPC has been mandatory for any rental. It must be attached to the lease and the score shown in the advertisement.

New build and major renovation

New buildings must reach a minimum level: Q-ZEN in Wallonia, BEN in Flanders, passive or near-passive in Brussels.

Validity and sanctions

The EPC is valid for 10 years. Missing or expired certificates can lead to:

  • Flat-rate fines €500 to €5,000 in Flanders
  • Fines €625 to €25,000 in Brussels
  • Fines up to €5,000 in Wallonia
  • Possible cancellation of the sale in case of false statement

How to get an EPC certificate

  1. Contact a certified EPC expert in your region. Official lists:
  2. Site visit (1 to 3 hours): measurement of surfaces, insulation, heating, ventilation, hot water, windows.
  3. Calculation using the official method (EN 13790, Belgian PACE): theoretical consumption in kWh/m².year.
  4. Certificate delivery (5 to 15 days) with the label and improvement recommendations.

Impact of the EPC label on property value

A good EPC label (A, B, C) is valuable: according to Statbel and notary studies, a 2-label gap (A vs C for example) can represent 15 to 25% of the sale price. Conversely, an F or G label suffers a significant discount, particularly in Flanders where buyers must renovate within 5 years.
